Cielos are command and control centers for the TEC fleet. Staffed by hundreds of experienced coordinators and command staff, and equipped with the newly developed Tactical and Targeting Analysis (TATA) computers, the Cielo is able to boost the attack power and efficiency of any fleet it accompanies. Should allied ships find themselves close to defeat, each Cielo‘s command crew is effective at issuing a rallying call to embolden the battle-worn crews.

Deployment: The Cielo is extraordinarily resource-intensive, being at tier 5 of the military tree. In addition, the Cielo's most potent ability does not become available until Tier 6. Given the TEC's reliance on extensive trade routes and a powerful economy to compensate for their military weaknesses, this means that smaller games will rarely see Cielo deployment, since the logistical slots required to produce both a competitive military (one capable of producing Cielos) and a robust economy would overwhelm the logistical slots of a small number of systems struggling against multiple opponents. That being said, Cielos can swing engagements against heavily-armored targets in favor of the TEC; this includes fights against the Vasari and TEC-TEC mirror matches. More specifically, the Cielo can compensate for the armor and regenerative capabilities of Vasari ships. Against TEC opponents, the Cielo can help nullify the repair effects of Hoshiko Robotics Cruisers.
Comparison: Compared with the Cielo, the Hoshiko is primarily a defensive unit while the Cielo is a mainly offensive unit. Both fill critical roles, though the Cielo is more difficult to acquire than the Hoshiko, which emerges with its repair ability at Tier 3. The Cielo compensates for the TEC's lower-than-average damage output by increasing friendly rate of fire and by increasing damage susceptibility in targets. Meanwhile, the Hoshiko augments the TEC's already-substantial defensive capabilities while simultaneously preventing damage at the source by shutting down enemy weapons systems. This is particularly helpful against the Advent because the TEC has very few area-of-effect damage abilities. Temporarily neutralizing attackers dramatically reduces the weight of this disability.
Of course, the offensive-defensive relationship between the Hoshiko and the Cielo is not strictly black and white: the Cielo's Embolden ability increases shield regeneration in addition to the rate-of-fire increase it provides, while Demolition Bots helps compensate for the TEC's mobility disadvantages by allowing the TEC to hunt down mobile targets.

Patch 1.1 changed Designate Target so it made its victims take 40% bonus damage, up from 25%.
